The Financial Stability Board has issued final guidance urging banks and other financial institutions to strengthen human oversight of agentic artificial intelligence systems. The global standard setter, based in London, released the recommendations as part of a broader effort to address risks tied to increasingly autonomous AI tools used across the financial sector.
Agentic AI refers to systems capable of making decisions and taking actions with limited or no direct human input. While these tools can improve efficiency and speed in areas such as trading, risk assessment, and customer service, regulators warn they also introduce new dangers. These include unintended transactions, difficulty tracing accountability, and the potential for rapid, cascading failures during periods of market stress.
The guidance emphasizes that human oversight must remain meaningful rather than symbolic. Firms are encouraged to define clear roles for staff monitoring AI behavior, set limits on autonomous actions, and maintain the ability to intervene or shut down systems when needed. The board also calls for robust testing, documentation, and governance structures that keep senior management informed about how these tools operate.
The recommendations are not legally binding, but they carry weight because they reflect consensus among major economies. National regulators are expected to use them when shaping their own rules. Industry observers note that the pace of AI adoption in finance has outpaced existing supervisory frameworks, making this guidance a timely step. The board stressed that responsibility for AI driven decisions must always rest with humans, not machines.
