Since Cleveland strengthened a city law in 2023, the city has signed 52 Community Benefits Agreements with developers seeking public financial support. These agreements are part of an effort to ensure that major construction projects deliver tangible returns to the neighborhoods and residents who help fund them.
The terms vary from project to project, but common promises include local hiring targets, affordable housing units, minority and women owned business participation, and contributions to community funds. Some developers committed to job training programs for residents, while others agreed to set aside a percentage of units at below market rates. A few deals included money for neighborhood improvements such as parks, sidewalks, or public transit access.
Supporters say the agreements give the city leverage it previously lacked. Before the law was tightened, developers could often secure tax abatements and other incentives with few strings attached. Now, the approval process requires a public conversation about what the community will receive in return.
Critics point out that not all promises are created equal. Some agreements lack clear enforcement mechanisms, and it remains unclear how many commitments have been fully met. Tracking compliance across dozens of deals takes staff time and resources that the city has struggled to provide.
Still, the volume of agreements signals a shift in how Cleveland negotiates with private developers. Whether these promises translate into lasting benefits will depend on oversight and follow through in the years ahead.
