Washington Warns Kyiv Over Refinery Strikes As Envoy Pushes European Capitals

American officials have signaled they could cut off a key weapons pipeline to Ukraine if long range strikes on Russian oil infrastructure continue, according to people familiar with the discussions. The warning lands as a special envoy moves between European capitals and Kyiv to sell a separate energy arrangement reached between the White House and the Kremlin.

That arrangement, centered on diesel supplies, has unsettled allies who see it as a shift in priorities away from battlefield support. The envoy has spent recent days in private meetings with European leaders, pressing them to back the deal and to urge Ukraine to halt drone attacks on refineries deep inside Russia.

Kyiv has defended the strikes as a legitimate way to drain Moscow's war budget. Oil exports remain a primary source of revenue for the Russian state, and Ukrainian commanders argue that hitting processing plants forces the Kremlin to choose between domestic fuel needs and export earnings.
